Emma Law MCIPS- Head of Strategy and Resources at Orbis Partnership-
Emma has extensive experience in public sector procurement, having worked at the Environment Agency for ten years leading procurement in a wide range of sectors, but particularly on their extensive and varied fleet, including bulldozers, diggers and dumpers as well as regular cars. Emma also led on all travel, venue and hotels and a wide range of corporate contracts. This work had a strong sustainability focus as one would expect from the Environment Agency and as such there was also a real focus on a sustainable approach to strategic procurement and making the most of social value – such as transferring 75% of external meetings into local suppliers from the third sector. This focus on adding value in a challenging public environment led Emma to make her transition into local government in 2013 leading Childrens Services procurement at East Sussex County Council.
Emma was brought in to lead procurement focus across East Sussex and Surrey County Councils in Children’s services, but Emma was also tasked with working with Legal Services to redraft the Council’s Standing Orders (procurement rules) and she delivered that in her first six months in post, leading to a more simplified approach to procurement rules and guidance for the wider Council.
Emma was promoted onto the senior leadership team at the inception of the Orbis Procurement partnership between East Sussex, Surrey County Council and Brighton and Hove City Council and as had two key roles in this sizeable collaborative unit, which has around 110 staff and a spend of around £1.7 billion per annum. Emma originally led on Policy Resources and Development and then moved into a more focused role around Strategy and Resources.
Currently Emma heads up a range of elements within Orbis including Strategy, the Portfolio Management Office, the Data and Analytics Team and leading on people development, overseeing all elements of people development from recruitment through career pathways and learning and development for the service.
Emma is also the Chair of the Trailblazer group (working with IFATE) which is spearheading the production of a level 6 procurement apprenticeship (due to be released in 2023).
